In zijn rol helpt hij organisaties met het opstellen, actualiseren en toepassen van Explosieveiligheidsdocumenten (EVD\u2019s), van consultancy tot engineering en training.<\/p>\n<p>&nbsp;<\/p>\n<p>Tijdens het ATEX &amp; Process Safety Congres laat hij zien waarom het EVD in veel organisaties tekortschiet \u2014 en vooral: hoe het w\u00e9l moet werken in de praktijk.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Veel organisaties hebben een EVD. Waarom gaat het daar toch zo vaak mis?<br \/>\n<\/strong>\u201cHet probleem is eigenlijk heel simpel: organisaties zien het EVD als een eindpunt in plaats van een startpunt. Het wordt opgesteld, vaak met veel zorg, en daarna verdwijnt het in de kast. Soms ligt zo\u2019n document er al 10 of 15 jaar zonder dat er nog serieus naar gekeken is.<\/p>\n<p>&nbsp;<\/p>\n<p>Terwijl de praktijk natuurlijk continu verandert. Installaties worden aangepast, processen verschuiven, er komen nieuwe inzichten. Als je EVD daarin niet meebeweegt, ontstaat er een schijnveiligheid. Op papier klopt het, maar in werkelijkheid niet meer.\u201d<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Wat doen organisaties anders die hun procesveiligheid w\u00e9l goed op orde hebben?<br \/>\n<\/strong>\u201cDaar zie je dat het EVD echt onderdeel is van de dagelijkse praktijk. Bij elke wijziging wordt de vraag gesteld: wat betekent dit voor onze zonering, voor onze installaties, voor de maatregelen die we genomen hebben?<\/p>\n<p>&nbsp;<\/p>\n<p>Het document wordt actief gebruikt en regelmatig herzien. Niet omdat het moet, maar omdat het helpt bij het maken van betere keuzes. Dan wordt het een stuurmiddel in plaats van een verplicht nummer.\u201d<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Je stelt: \u2018Als het EVD klopt, hoeft de inspecteur niets meer te doen\u2019. Dat is een stevige uitspraak.<br \/>\n<\/strong>\u201cDat is ook bewust zo geformuleerd. Kijk, als jouw EVD volledig, actueel en goed onderbouwd is, dan heb je je basis gewoon op orde.<\/p>\n<p>&nbsp;<\/p>\n<p>Wat je vaak ziet bij inspecties, is discussie: klopt de zonering nog, zijn de juiste maatregelen genomen, hoe is iets onderbouwd? Als dat allemaal al goed vastligt en aansluit op de praktijk, haal je die discussie er grotendeels uit.<\/p>\n<p>&nbsp;<\/p>\n<p>De inspecteur komt dan niet meer om te discusieren, maar om te inspecteren van de installatie die gebouwd is conform het EVD, en te bevestigen dat het klopt. En dat is een heel andere dynamiek.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Waar zit volgens jou de grootste gemiste kans binnen organisaties?<br \/>\n<\/strong>\u201cIn het feit dat er vaak veel meer uit het EVD te halen is dan nu gebeurt. Het kan echt richting geven aan hoe je met veiligheid omgaat, hoe je keuzes maakt en waar je prioriteiten legt.<\/p>\n<p>&nbsp;<\/p>\n<p>Maar dan moet je het wel actief gebruiken. En dat vraagt ook om een andere manier van kijken. Niet: we hebben een document dus we zijn klaar. Maar: hoe zorgen we dat dit document ons helpt om elke dag betere beslissingen te nemen?<\/p>\n<p>&nbsp;<\/p>\n<p>Dat is uiteindelijk waar het verschil wordt gemaakt.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Wil je dit binnen jouw organisatie kritisch kunnen beoordelen \u00e9n direct vertalen naar de praktijk?<br \/>\nTijdens het ATEX &amp; Het is een traject waar je nooit klaar mee bent.                <\/h2>\n            \n                            <div class=\"text-p-body text-body-text [&#038;_p]:mb-0!\">\n                    <p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>ATEX-compliance wordt in veel organisaties nog gezien als iets wat je \u2018regelt\u2019. Documentatie op orde, audit doorstaan. Klaar.<\/p>\n<p>&nbsp;<\/p>\n<p>Maar volgens <strong>Frank Baptist<\/strong>, Docent, inspecteur &amp; veiligheidskundige ATEX, NEN3140 bij Actemium Nederland, begint het daar pas. Tijdens zijn break-outsessie <strong>\u201cATEX road to compliancy\u201d<\/strong> op het ATEX &amp; Process Safety Congres laat hij zien waarom compliance geen eindpunt is, maar een doorlopend traject. Van ontwerp en documentatie tot inspecties, training en gedrag op de werkvloer.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Waar gaat het organisaties mis als we kijken naar ATEX-compliant zijn?<\/strong><\/p>\n<p>\u201cHet zit \u2018m in hoe compliance wordt gezien. Vaak als iets wat je afvinkt: we hebben het geregeld, dus we zijn klaar. Maar zo werkt het niet.<\/p>\n<p>ATEX is geen momentopname. Het is een traject dat continu meebeweegt met je organisatie. Installaties veranderen, processen veranderen, mensen veranderen. Als je daar niet in meebeweegt, loop je automatisch achter.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Je noemt het een \u2018road to compliance\u2019. Wat bedoel je daarmee?<\/strong><\/p>\n<p>\u201cDat je het als een geheel moet zien. Het begint al bij het ontwerp en de bouw van een installatie, maar het stopt daar niet.<\/p>\n<p>Je moet het doortrekken naar inspecties, onderhoud en vooral naar je mensen. Training, bewustwording, gedrag op de werkvloer, dat zijn net zo goed onderdelen van compliance.<\/p>\n<p>Als \u00e9\u00e9n van die schakels ontbreekt, klopt het geheel niet meer.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Waar zit voor organisaties de grootste uitdaging in dat traject?<\/strong><\/p>\n<p>\u201cVooral in het vertalen van wetgeving naar de praktijk.<\/p>\n<p>De regels zijn er \u2014 denk aan ATEX 114 en 153 \u2014 maar die geven je geen stappenplan. Het zijn kaderwetten. Ze zeggen wat je moet bereiken, maar niet hoe je dat moet doen.<\/p>\n<p>Dus je moet zelf invullen wat \u2018goed genoeg\u2019 is. En dat vinden veel organisaties lastig.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Wat betekent dat concreet voor de dagelijkse praktijk?<\/strong><\/p>\n<p>\u201cDat je continu keuzes moet maken. Hoe richt je je zonering in? Welke maatregelen neem je? Hoe onderbouw je dat?<\/p>\n<p>En misschien nog belangrijker: hoe zorg je dat die keuzes ook blijven kloppen als je organisatie verandert?<\/p>\n<p>Dat vraagt om een manier van werken waarin je blijft toetsen en bijsturen.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Je geeft aan dat vooral organisatorische maatregelen lastig zijn. Waarom juist daar?<\/strong><\/p>\n<p>\u201cTechniek is vaak nog wel te overzien. Daar zijn normen voor, richtlijnen, best practices.<\/p>\n<p>Maar zodra het gaat over mensen \u2014 training, verantwoordelijkheden, procedures \u2014 wordt het complexer. Daar zijn minder concrete handvatten voor.<\/p>\n<p>En juist daar gaat het vaak mis. Je kunt technisch alles goed geregeld hebben, maar als mensen het niet begrijpen of anders handelen, heb je alsnog een probleem.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Gaat het dan uiteindelijk vooral over kennis en verantwoordelijkheid?<\/strong><\/p>\n<p>\u201cAbsoluut. Je hebt grofweg drie situaties: mensen die niet weten wat ze doen, mensen die weten dat ze iets niet goed doen, en mensen die denken dat ze het goed doen \u2014 terwijl dat niet zo is.<\/p>\n<p>Vooral die laatste categorie is gevaarlijk.\u201d<\/p>\n<p>Hij ziet dat organisaties daar vaak te makkelijk overheen stappen.<\/p>\n<p>\u201cJe kunt iemand een functie en verantwoordelijkheid geven, maar daar hoort ook iets anders bij: zorgen dat iemand die rol k\u00e1n vervullen.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Waar ligt die verantwoordelijkheid dan, bij de organisatie of bij het individu?<\/strong><\/p>\n<p>\u201cAllebei.<\/p>\n<p>Als werkgever heb je de plicht om mensen op te leiden, te begeleiden en de juiste middelen te geven. Dat staat ook gewoon in de wetgeving.<\/p>\n<p>Maar als individu heb je ook een verantwoordelijkheid. Je moet willen begrijpen wat je doet en wat de impact daarvan is.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Volgens Baptist gaat het daar vaak mis.<\/strong><\/p>\n<p>\u201cMensen krijgen een rol met verantwoordelijkheid, maar niet altijd de juiste ondersteuning of het juiste besef. En dan krijg je situaties waarin keuzes worden gemaakt zonder dat de consequenties volledig worden overzien.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Wat betekent dat voor organisaties die \u00e9cht veilig willen werken?<\/strong><\/p>\n<p>\u201cDat je kritisch moet kijken naar wie je waar neerzet.<\/p>\n<p>Niet iedereen past op elke plek. Als iemand het belang van veiligheid niet ziet of niet wil zien, dan moet je jezelf afvragen of die persoon op de juiste positie zit.<\/p>\n<p>Dat klinkt hard, maar in deze omgevingen is dat wel de realiteit.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Wanneer zie je dat organisaties het w\u00e9l goed aanpakken?<\/strong><\/p>\n<p>\u201cAls compliance geen losstaand project is, maar onderdeel van de dagelijkse praktijk.<\/p>\n<p>Dan wordt bij elke wijziging automatisch gekeken: wat betekent dit voor onze veiligheid? Wat betekent dit voor onze ATEX-aanpak?<\/p>\n<p>En dan zie je dat het niet alleen iets is wat moet, maar iets wat helpt om betere beslissingen te nemen.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Wat hoop je dat mensen meenemen uit jouw sessie \u201cATEX road to compliancy\u201d?<\/strong><\/p>\n<p>\u201cDat ze anders gaan kijken naar compliance.<\/p>\n<p>Niet als iets wat je afrondt, maar als iets wat je organiseert. Iets wat je inricht en blijft ontwikkelen.<\/p>\n<p>En vooral: dat ze inzicht krijgen in waar ze nu staan in dat traject en wat de volgende stap is.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Wil je weten waar jouw organisatie staat op die \u2018road to compliance\u2019 en waar de grootste risico\u2019s zitten?<\/p>\n<p>Tijdens het ATEX &amp; Ons credo Sharing Knowledge &amp; Connecting People is de kern van alles wat we doen. Tijdens het congres faciliteren we 1-op-1 gesprekken met gekwalificeerde deelnemers. Deze deelnemers moeten eerst door ons toegangsbeleid heen. Daar toetsen we of de gegevens correct zijn en of de deelnemer een eindgebruiker is met een rol binnen de DMU.<\/p>\n<p>De 1-op-1 gesprekken zijn een vast onderdeel en worden volledig ingericht op basis van Interest Based Matchmaking.<\/p>\n<p>Gesprekken worden ingepland op basis van overeenkomende aandachtsgebieden, vragen, functie, organisatie en bedrijfsgrootte. Elk gesprek duurt 15 minuten en vindt plaats op vaste momenten, meestal tijdens de pauzes van het congres. Ons credo Sharing Knowledge &#038; Connecting People is de kern van alles wat we doen. Tijdens onze congressen faciliteren we waardevolle 1-op-1 gesprekken. Deze gesprekken zijn een vast onderdeel en worden volledig ingericht op basis van Interest Based Matchmaking.<br \/>\n&nbsp;<br \/>\nOp het netwerkplein ontmoet je vakgenoten, wissel je ervaringen uit en leg je op een informele manier nieuwe contacten.<br \/>\n&nbsp;<br \/>\nGesprekken worden ingepland op basis van vragen en wederzijdse interesses.
